First Seminar of Teflane- Moslem on Juvenile Delinquencies

We hereby invite all students and professors to send their articles with the mentioned subjects to the Imam Ali population's secretariat, or the Teflane Moslem's plan's email address.
Background:
*the causes of juvenile denlinquencies, juvenile entrance to "The state Centers of Corrections and Rehabilitation", and approaches to prevent furthur crimes in the society
*the educational and training situation of children at "The state Centers of Corrections and Rehabilitation" all around the country and approaches to reform the renovation system
*post-release support and the importance of materialistic and psychiatric help to the delinquent juveniles
*the situation of the transferred teenagers to adults' prisons and the difficulties they face
* analyzing the type and the quality of legal punishments and sentences set for the juvenile delinquents

Identifying the aid seeking prisoners at Kanoon PDF Print E-mail

Identification of the prisoners in Kanoon is now finished, during a 5 day attendance at Kanoon we finally could manage to read the file of about 50 aid seekers who were introduced by the Kanoon and interview them.   
The number of crime in them is as follows:
-19 cases of theft
-11 hitting
-10 accidents
-7 murders
-3 drug carriage
-3 cases of smuggling
8 of the above cases were released in the same time from Kanoon
The plan we're going to have to continue is that the prisoners are given priority according to their crime and to what extent they deserve the freedom and their families are identified the identified aid seekers can be classified into two categories.
A) Those who have the qualifications for being freed like accidents, or fighting led to injury or murder in which one has committed the crime unaware of the consequences of his abnormal behavior and without an evil will or plan or thefts caused without choice and in bad living situations.
B) Those who have committed intentional or planned crimes and must suffer the imposed fine such as theft, smuggle, drug trafficking…
Ones who apply to the first group are chosen depending on the volunteers' participation, and the population's abilities and their priority for freedom and the after release support.
As for those applying to the second category, the population has no special plan for freedom, but they need support after freedom and baring the convicted fine, so not to turn back to the crime and prison.
We have to point that the rate of the release and support for them is dependent on the volunteers' participation and the population member's cooperation.

Sometimes writing gets so difficult, especially when you're writing about something you haven't tasted well, I myself haven't been a murderer neither murdered and never a relative of the murdered. I know for sure we must struggle for all three. The murdered is gone, but two chaoses are left for the family; one is admitting their child's death second is admitting the death of their child's murderer. But the murderer remains with one chaos; and that's all his days ahead until the time of revenge, what I'm writing is the result of the moments I've thought without any compassion about the murder and the parents of the victim.

Parents of the victim: when a father and mother are informed that the one for whom you have spent all your life and loved so much is no more living it's so hard for them to believe, even the murdered itself can't believe he's not alive anymore and let go of his parents. Who can blame them for this?

I have to mention here that we sometimes see in articles of some "said to be" activists shouting out that the parents of the dead one are made of stone. We should consider that they have lost their child they're right to be sad. The main point is that a murder is not acceptable by its nature. And it's doom. On the other hand we may all have experienced that when we get angry we lose many abilities. For the parents of the murdered this anger lasts years. During this time the nearest decision that comes to their mind is revenge. Besides all this the pressure put on them from the environment, keeps them in a situation between revenge and forgiveness. Sometimes this pressure is so much that the others' attempt to get their agreement has an opposite outcome.

Murderer: as mentioned before anger is one of the main factors in decision making in such situations. We've seen frequently that our decisions through anger are totally by emotions. Especially in the teenage time control on anger seems even much harder due to lack of social experiences in the youth age. May be I can discuss it this way that essentially most of the murders specially among youth aside from the type and the way it happened , takes place in an atmosphere out of wisdom. Emotions take the place of thought at the time of happening and lead to a murder.

We can't say in this situation that this teenager is a murderer since there is no will in anger. We've seen on the other hand that we regret our mistake after the anger calms down and seek for compensation. Putting all of being a murder pains away the worst trouble which comes to a murderer is when he understands the mistake he has made. No time for make-up neither an ear to believe. Standing the words, their looks, sometimes bad words and wanting the life from the other hand is so heavy that he dies many times before the revenge is done. After confirmation and announcement of the sentence it seems that the main pain has come. Days and nights seem longer, and he remains floating between hope and fear of life and death, and the longest night is the quarantine night, the night after which is the day of the capital punishment. We have seen this feeling several times in the eyes of the convicted teenagers.

When we talk about the attempt for a solution the first thing to consider may be prevention, we should reduce the causes such as poverty, low culture and such things to minimum. In analysis and trying for affecting the parents' decision their respect and personality should be considered, and it also shouldn't be assumed that the blood will be spoiled, since they are supposed to taste the sweetness of forgiving not us. Facing a murder, all field factors such as his age and the explanation of the story should be analyzed and in fact a flexible read law should be there to see the different aspects and set a fine on its basis. Believing besides that the one who committed the crime can regret it, after admitting his mistake it's selfish to say "it's good for him". Renovation doesn't always take place by punishment; it sometimes is only ignoring the question and a sign of irresponsibility. Besides all these, the best way to reform may be forgiveness after noticing regret.

A Report on recognizing procedure in 2010 PDF Print E-mail

Today we went in five to the "The state Center of Corrections and Rehabilitation of Tehran" (Kanoon) for the second time. For the ones who are not familiar with the program, I should mention that the Teflan Muslim Program is performed in the following steps: At the first step, while attending Kanoon in a couple of times, the (young) prisoners files are read carefully and then they are interviewed personally so that the initial identification is done. Next step is identifying their families. The identifying team researches the situation of the families of all the interviewed aid-seekers. Finally a number of them are chosen regarding the specialist team’s advice to start the process to set them free and to support them after that.

Accordingly, we’ve gone to the "Kanoon" last week and today. In this time, we have managed to study 17 files and have interviewed 10 aid-seekers. Observing the report list which gave us the "Kanoon"’s social workers, we’ve found out that unfortunately rubbery statistics has risen up, comparing to the last year’s. Kanoon social worker admitted this fact as well.

Today we visited the “Infants’ Special Group”. I should declare that the aid-seekers in Kanoon are grouped in 6, respecting their age and body. In the first group -called the “Infants’ Special Group” the juvenile delinquents under 15 years of age are kept. In fact, these children have been prisoned because of the bad situation of their families or because of living in very bad and problematic environment.

In the Special Group of Infants you can find these children: bad-parented or unprotected children, labor children, children victims of violations [misused for different purposes], children of aggressive parents, homeless children, and worse than all: addicted children; bottom line, a Muslim Iranian children who did not have the opportunity to taste the life, Jailed in a prison made by our interactions with ignorance.

And we have some news of the "Special Group of Infants" which I don’t know to call it a good news or bad news: Today one of the children named Muhammad was set free, and 2 others who were transferred from the “Special Group” to the “Group One” will be set free by tomorrow.

But to be set free to go where? To the Behzisty (a state orphanage)? I don’t know what is going to happen to them?

Leaving the "Kanoon" for these children can be in one of the ways below:  1. Going back to a home and family that have lead them to enter the "Kanoon"; going back to degeneracy homes, homes of addiction, homes of violation or homes of aggression; 2.living at the streets being refugees; 3. Entering the "Behzisty" (The children who enter the Behzsty have the opportunity to learn other delinquencies and crimes from the other children living there, while they get the boot at the age of 18. And if they escape from there, they will face homelessness living at the streets in paper cartons in winter’s coldness and etc.); 4. The best choice and the most impossible one: somebody accepts their trusteeship; Better to say that nobody would keep an abnormal behaved child.

Observing all the aspects, we get this conclusion that there is no single place for these homeless children in this great land, land of the Arians inheritors, land of the "Cyrus the Great" ’s sons, land of the Muslims, land of the Ali’s Shi’tes , an oil field land, the land of four seasons and a land with all the things we are proud of. As if these children do not belong to this land. But I believe that we are the ones who don’t belong to it.

And that’s why we are trying to do something for them. We need a coalition from our friends in the this NGO, in league with Hussein’s ideals, to be able to help these children, our compatriots, these silent neighbors; to help them taste the life, in a way that in this land of Iranian Muslims, they never come back to the "Kanoon" or maybe to the adults prisons in the future, even in fantasy.
